Access for the deaf Phone access through the VA Relay System
Service guidelines: 
  Your family's income should be at or below 125.0% of the poverty level.

  up to 187.5% under certain circumstances
 
Work and healthcare related expenditures are deductions from income to determine eligibility
 
filing fees; disability testing; copying costs
